## How Privacy Changes, Broad Targeting, and AI-Driven Delivery Reshaped Meta Advertising

For years, paid social performance was closely associated with audience targeting. Media buyers built layered interest groups, behavioral segments, lookalike audiences, retargeting pools, and complex campaign structures designed to identify the people most likely to convert. That model has fundamentally changed.

Apple’s privacy changes did not technically eliminate Meta’s targeting capabilities. They weakened the signal environment that made granular, advertiser-controlled targeting reliable. Beginning with iOS 14.5, apps were required to receive permission before tracking users across other companies’ apps and websites or accessing the device’s advertising identifier. Without permission, the advertising identifier is unavailable for tracking.

The result was a loss of deterministic user-level data, smaller retargeting pools, less complete conversion feedback, longer reporting delays, and greater reliance on modeled attribution. Interest and lookalike audiences still existed, but the data supporting them became less complete.

At the same time, Meta rapidly improved the artificial intelligence systems responsible for ad retrieval, ranking, and delivery. Meta’s Andromeda system was built to process significantly larger volumes of advertisements and identify which ads are most relevant to individual users. More recent systems use engagement sequences and multimodal information from ad text, images, video, page data, and product attributes to understand both the user and the advertisement itself.

**This shifted the advertiser’s primary responsibility.**

The media buyer no longer needs to manually identify every potential customer through a targeting field. Meta increasingly identifies the customer through its own behavioral models. The advertiser’s job is to provide the platform with enough meaningful creative options to match the right message with the right person.

#### **In 2026, creative is not simply what the audience sees. Creative is one of the primary signals Meta uses to find the audience.**

With the introduction of App Tracking Transparency, or ATT, apps were required to request permission before tracking users across properties owned by other companies. On devices running iOS 14.5 or later, access to the device’s advertising identifier also became dependent on user authorization. When authorization is not granted, the identifier returns as unavailable rather than providing a usable device-level advertising signal.

Before ATT, an advertiser could more consistently connect a series of actions:

1\. A user interacted with content or visited a website.

2\. Meta associated that activity with a device or profile.

3\. The user entered an advertising audience.

4\. The user later saw an ad.

5\. A conversion was attributed back to that interaction.

After ATT, Meta could no longer observe every step with the same level of certainty. This affected several areas of paid social performance.

## Why Broader Audiences Became Necessary

Broad targeting is sometimes interpreted as a lack of strategy. In reality, broad targeting reflects where the strategy now lives. Under the traditional model, much of the strategy was embedded in audience settings: interests, behaviors, lookalike precentages, demographic combinations, retargeting windows, audience exclusions.

In 2026, Meta reported continued investment in larger ads-ranking models and systems that incorporate additional engagement information when selecting advertisements.

Broader audiences give these systems room to work.

When an advertiser confines delivery to a narrow set of declared interests, the system can only optimize within that restricted population. This can create several problems:

◦ **Higher CPMs due to limited inventory**

◦ **Faster frequency accumulation**

◦ **Increased auction competition**

◦ **Fragmented conversion data**

◦ **Longer learning periods**

◦ **Missed customers who do not fit a predefined interest profile**

◦ **False assumptions about why someone buys**

A customer does not need to follow a particular Facebook page, belong to a declared interest category, or resemble an old customer list to have a genuine need for a product.

Meta can often infer intent from broader patterns of behavior that an advertiser cannot manually replicate through Ads Manager. Meta’s sequence-learning systems are designed to analyze how user interests and behaviors evolve over time, rather than relying only on static, manually engineered characteristics.

Broad targeting therefore does not remove segmentation. It changes the mechanism through which segmentation occurs.

## How Creative Became a Targeting Mechanism

Every advertisement contains information about its likely audience.

A video about reducing administrative work speaks to a different person than a video focused on revenue growth. An ad centered on safety speaks to a different emotional motivation than an ad centered on convenience. Meta has described ads systems that incorporate multimodal content features, including text, images, video, page metadata, and product attributes. These features help the system understand what an advertisement or product is, rather than relying exclusively on prior engagement data.

Consider a software company serving small businesses. The company may have several potential customer personas:
